හොරණ මහජන පුස්තකාලයීය මාර්ගගත සුචිය වෙත සාදරයෙන් පිළිගනිමු.
ශ්‍රී ලංකාවේ පුරාතන බෙදීම් වලට අනුව මායා රටට අයත් බව ඓතිහාසික ග්‍රන්ථ වලින් ප්‍රකට වන කළුතර දිස්ත්‍රික්කයට අයත් රයිගම රාජධානියේ හොරණ, පුරාවිද්‍යාත්මක වශයෙන් මෙන්ම ඓතිහාසික වශයෙන්ද වැදගත් ස්ථානයක් ගනියි .
මහා විජයබාහු ද්‍රවිඩ විරෝදී සටන් ව්‍යාපරයේද හොරණ වැදගත් ස්ථානයක් විය. මහා වංශයේ සදහන් පරිදි තිරුක්කුමලය කිසි තැනක් නොව හොරණ ම බව පුරාවිද්‍යාඥ සිරිමල් රන්වැල්ල මහතා දත්ත හා තොරතුරු ඓතිහාසික මුලාශ්‍ර අනුව කියයි.14 වන සියවසේදී මෙරට දේශපාලන වංශකතාවේ කැපී පෙනෙන චරිතයක් වූ අලගක්කෝනාරවරුන්ගේ ශක්තිය හා බලය වර්ධනය වීමට තෝතැන්නක් ද වුයේ ද හොරණයි.
වීදාගම මහා නේත්‍ර ප්‍රසාද මූල මෛත්‍රී මාහිමියන් කෝට්ටේ අවදියේ දැල් වූ සාහිත්‍ය හා ධර්මාලෝකය එදත් අදත් මෙපුරවරයේ බිහි වූ උගත් වියත්යතිවරයාණන් වහන්සේලා තෙක් හා ගිගි පැවිදි උතුමන්ගෙන් නොනිමී දැල්වුණි.
වර්ෂ 1959 වූ ජූලි මස 19 වන දින එවකට හොරණ පළාත් ආණ්ඩු සභාවේ සභාපති ගරු ඩබ්.එම්. ෆොන්සේකා මැතිතුමා විසින් මුල් ගල තබා ඉදිකිරීමට ආරම්භ කරන ලද හොරණ නගර සභා මහජන පුස්තකාලය, 1962 පෙබරවාරි මස 11 වන දින හොරණ විද්‍යාරතන රජමහා විහාර පරිවේණාධිපති ගරු පණ්ඩිත හොරණ වජිරඤාණ ස්වාමීන් වහන්සේ විසින් විවෘත කරන ලදී.
හොරණ නගර සභාවට විවිධ කාල වකවානුවලදී තේරීපත් වූ ගරු සභාපතිවරුන්, ගරු මන්ත්‍රී මණ්ඩලය හා පුස්තකාල උපදේශක කමිටුවේ මෙන්ම පාඨක සමාජයේ ක්‍රියාකාරී දායකත්වය මත වර්තමානය දක්වා පුස්තකාල සේවාවන් පියවරෙන් පියවරට කාර්යක්ෂමව හා ඵලදායී ලෙස පවත්වා ගෙන යාමට බෙහෙවින් ඉවහල් වී ඇත.
45000කට ආසන්නව ප්‍රධාන පුස්තකාලයේද, 10000කට අධිකව ළමා පුස්තකාලයේද යුත් ග්‍රන්ථ එකතුව භාෂා ත්‍රිත්වයෙන් ම ඇත. එමෙන්ම පුවත්පත් 42ක් හා වාර සඟරා 19කින් පාඨක ප්‍රජාවගේ තොරතුරු ගවේෂණයට කටයුතු සලසා ඇත. මේ වන විට 13000කට ආසන්න ප්‍රමාණයක් ළමා හා වැඩිහිටි ලෙස ස්ථිර සාමාජිකත්වයටද,200කට අධික ප්‍රමාණයක් විශේෂ සාමාජිකත්වයටද ලියාපදිංචි වී ඇත. එමෙන්ම හදිසි තොරතුරු අධ්‍යයනයන් වෙනුවෙන් බැහැර දීමේ අංශයේ එකතුව පරිහරණය කිරීමට දින 30ක තාවකාලික සාමාජිකත්වය නිකුත් කරනු ලබයි.
පාඨක අවශ්‍යතා මැනවින් ඉටු කිරීම වෙනුවෙන් ක්‍රියාකාරී පුස්තකාලයක් ලෙස, 2013, 2014, 2015, 2016 යන වර්ෂයන් හි දී කළුතර දිස්ත්‍රික්කයේ මහජන පුස්තකාල අතුරින් ප්‍රථම ස්ථානය ද, 2015 හා 2016 යන වර්ෂයන් හි දී පුස්තකාල සේවා මණ්ඩලය මඟින් ජාතික කියවීමේ මාසයට ක්‍රියාත්මක කරන ලද වැඩසටහන් වෙනුවෙන් ලබා දුන් ජාතික සම්මානය ද, 2017 වර්ෂයේ බස්නාහිර පළාතේ පළමු ශ්‍රෙණියේ පුස්තකාල අතුරින් ප්‍රථම ස්ථානය හා 2018 ජාතික ඵලදායීතා සම්මාන තරගාවලියේ ක්ෂුද්‍ර පරිමාණ අංශයේ තෙවන ස්ථානය ද හිමි කර ගෙන ඇත.
2021 වර්ෂයේ, ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය හා එක්ව “ඩිජිටල් පුස්තකාල ව්‍යාපෘතිය” හරහා යාවත්කාලීන සංස්කරණ මුහුණුවරකින් යුත් පූර්ණ පුස්තකාල ස්වයංක්‍රීය පද්ධතියක් ද නවීන අංගෝපාංගයන් හා සේවාවන්ගෙන් සපිරි නව තාක්ෂණික අත්දැකිමක් සඳහා දොරටු විවර කර ඇත.
Horana was the Kingdom of the city of Raigama in the Kalutara District, situated in Maya country according to the ancient divisions of Sri Lanka. And also it was famous for archaeological as well as historical significance.
Horana was also an important place in the anti-Tamil campaign of “Vijayabahu the Great”. Archaeologist Sirimal Ranwella says that Horana is the exact place named Tirukkumala according to the Mahavansa. Horana was also a breeding ground for the strength and power of the Alagakkonars, a prominent figure in the Sri Lankan political dynasty in the 14th century.
In 1959, a foundation stone was laid by the Chairman of the Provincial Council, The Hon. Mr. Fonseka to start making of Public Library building. In 1962, the opening ceremony was held with the participation of Hon. Panditha Horana Vajiragnana Thero, the head of Vidyarathne Pirivena.
The Hon. Chairmen elected to the Horana Urban Council at various times, the Hon. Council and the Library Advisory Committee as well as the active contribution of the Readers' Club have been taken the library to step by step efficiently and effectively to the present situation.
Members have been given the facility of about 45000 books in the main library and about 10000 books in the children's library in all three languages(Sinhala, Tamil, English) to read. And also members can read and search for more information with the help of 42 kinds of newspapers and 19 magazines. Now we have granted the membership above 13000 adults and children. Furthermore, more than 200 members have been taken the special membership. If a non-member especially wants of using the library for a few days we have provided 30 days temporary card for them which is different from the special membership.
As an active library in the Kalutara district, we have won first place out of all the libraries in Kalutara district in 2013, 2014, 2015, 2016. And also we received the national award in competitions which were held by the National Library and Documentation Services Board for reading month in 2015,2016. In 2017 we won first place among the grade 1 libraries in western province, and also we were the third of micro category in the National Productivity Awards 2018.
In 2021, The Digital Libraries Project was implemented at this public library by the Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country.
